People's Participation in SCWM
DSCWM has emphasized people's participation in making the programs sustainable and people oriented. Consequently, it has been envisaged that all activities related to SCWM programs should aim for sustainability by developing community initiatives and self-reliance mechanisms. It is in this context that the Government enunciated the policy of people's participation. This policy provides for the formulation of user groups to mobilize people to carry out all soil conservation and watershed management activities and to implement them through the local user groups. The level of participation varies depending upon the nature and scale of works. Based upon this policy, the department has developed the following elements for people's participation in SCWM programs:

Although soil erosion and landslides are inevitable phenomena, damaging effect of these can be reduced to a minimum level by involving communities in SCWM Program.
