Concerns of Soil Conservation and Watershed Management Program as Reflected in Tenth Plan (2002/3-2007/8)

Forestry sector plays an important role in creating favorable enabling environment for the economic development of the country. Support to forestry sector through conserving and utilization of watershed resources while involving local communities, certainly helps to improve the livelihood of rural people.  Considering these realities, the Tenth Plan of Nepal has envisaged to address poverty reduction through effective and efficient implementation of forestry and soil conservation and watershed management activities.

Long-term Policy


Major targets
It is evident that SCWM program can be instrumental in addressing the national development objectives and strategies. In fact, SCWM interventions have proved successful in enhancing productivity potential of watersheds, which directly contribute poverty reduction.

The participatory integrated watershed management model has provided ample opportunities to the local communities to participate and contribute in the national development process. The democratic exercise applied in resource management, planning, implementation, monitoring and evaluation, and decision making process for benefit sharing has provided evidence of good governance. SCWM activities at the field level would be helpful in addressing the poverty reduction and good governance issues as reflected in the Tenth Plan of Nepal.

  • Maintain ecological balance to reduce the occurrence of landslides and desertification, and to
              conserve of watershed resources.
  • Management of watershed resources to support the resource base of agriculture and hydrology.


  • Continue to implement and expand gradually soil conservation and watershed management program to support in maintaining environmental balance.
  • Support to reduction in poverty through participatory approaches while involving poor, women and disadvantaged groups in income generation activities and promoting employment opportunities.
  • Increase productivity through appropriate land husbandry practices such as on-farm conservation, sloping agricultural land technology and agroforestry practices.
  • Emphasis is given to implement SCWM programs in Siwaliks (Churia) region through the involvement of local people to reduce occurrence of floods, river cutting and declining productivity in Terai and inner Terai region.
  • Emphasis is laid to promote awareness programs.
  • Support to good governance resulting from bottom up planning and participatory approach in implementation.
  • Support financially and technically to implement the plans developed and prioritized by local community groups.
  • Explore opportunities for involving civil society organization in partnership with user groups.
  • Preparation of long-term strategies of SCWM while incorporating technical, economical, social and practical aspects. Implementation of SCWM programs on nationally important watershed/sub-watersheds (Reservoir, Highway, Bridge, Irrigation, Drinking water etc.)
